FreeCBR is a free open source Java implementation of a "Case Based Reasoning" engine. For more information on what that is, please see the What is CBR page.
The package is a stand-alone GUI application, a command line application, a web application, a Java bean, a native MS ActiveX component and a development API. All in one bundle.
For a test ride I would recommend Lotsen's glue search. Note that this page is in Swedish only.
This FreeCBR software is released under the "Public Domain" license. So it is free to use, modify and even sell if someone wants to.
